The 290 route was established in 2015. Prior to its introduction, commuting between Tseung Kwan O, Tsuen Wan, and Kwai Chung was quite inconvenient for residents as multiple transfers were required. Therefore, the launch of routes 290 and 290A was well-received, greatly improving the travel experience. These routes also provided convenience for residents along the way in Wong Tai Sin, Shun Lee, and Sau Mau Ping. Later, the full-day route 290X was added.
